European Union faces intensified calls from France and Germany for enhanced trade defense capabilities across member states

BRUSSELS / RankWire.AI / – France and Germany have pressed the European Commission to develop a swift mechanism for addressing serious market distortions. French President Emmanuel Macron and German Chancellor Friedrich Merz submitted their proposal to Commission President Ursula von der Leyen. Their joint effort advocates for more rapid responses when outside nations disrupt fair competition within the EU. It also aims to establish a more robust legal basis for cases that current trade measures cannot resolve swiftly.

The suggested framework would empower the European Commission to implement comprehensive counteractions against third countries when significant market distortions threaten the integrity of the single market. In extreme situations, the tool could facilitate immediate exclusion from EU market access. Macron and Merz also proposed a reverse qualified majority voting system for approving measures, meaning that Commission actions would take effect unless a qualified majority of member states blocked them.

France and Germany further called for a dedicated diversification mechanism to lessen heavy reliance on specific suppliers of critical goods. Their document highlights risks related to dumping, large subsidies, supply chain concentration, and other practices that distort normal competition. They emphasized that the EU needs tools capable of responding decisively and systematically. While not targeting any specific country explicitly, the proposal emerges amid ongoing EU scrutiny of trade relations with China.

EU trade protection measures face renewed debate

The European Commission welcomed the Franco-German proposal, describing it as a valuable addition to discussions on economic risks and global imbalances. Currently, the EU employs anti-dumping, anti-subsidy, and safeguard measures to counteract unfair or disruptive trade practices. Additionally, the Anti-Coercion Instrument, which became effective in December 2023, allows the EU to respond when non-EU nations use trade or investment pressure to influence EU decisions.

The proposed rapid-response mechanism aims to address a broader range of market distortions and expedite decision-making. France and Germany want the Commission to act without the usual delays of political approval, shifting the burden of opposition onto member states. EU leaders are expected to convene in Brussels on October 15 and 16, shortly after the proposal from France and Germany was submitted to the Commission.

China criticizes the EU’s proposed trade enforcement measures

On October 6, China’s Ministry of Commerce issued a statement urging France and Germany to refrain from promoting what it called protectionist EU instruments. The ministry emphasized that economic interdependence should not be viewed as a risk and called for continued support for open trade. It also cautioned against turning economic and trade disputes into broader security conflicts. Beijing has separately voiced criticism of discussions surrounding stronger EU tools that could limit Chinese companies or products.

This initiative comes at a time when EU and Chinese officials are engaged in ongoing talks over trade imbalances, export controls, and other commercial disputes. EU trade authorities have increased their monitoring of persistent import growth and industrial overcapacity. France and Germany stated that their proposed framework should be applicable across all countries rather than targeting a single trading partner. The European Commission will evaluate the proposal in conjunction with existing trade defense measures and the broader economic security strategies of the EU.
