ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to 59 water infrastructure projects spanning 17 regions through its national recovery strategy. The Ministry of Infrastructure and Transport finalized the allocation in under four months. This funding supports aqueducts, water networks, and related infrastructure aimed at enhancing efficiency, safety, and reliability. The initiative broadens investments in a sector under persistent pressure from water losses, droughts, and infrastructure upgrades needed nationwide.

Southern Italy will benefit from roughly €830 million, representing 53% of the total funds, surpassing the 40% minimum allocated to southern regions under the recovery plan. Beneficiaries will contribute approximately €683 million in additional financing alongside public funds. These combined resources push the total invested via the program to over €2.2 billion. The projects focus on upgrades to improve water management and reinforce infrastructure serving communities and economic activities.
The funds are distributed through SFNIISSI, Italy’s national financing instrument for infrastructure investment and water-sector security. The government established this instrument in February 2026 under the country’s PNRR recovery framework. Applications are managed by Invitalia, which oversees grant awards and monitoring under an agreement signed in April. Initially, the fund had €1 billion sourced from NextGenerationEU. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery-plan spending.
Funds emphasize efficiency, safety, and reduction of water losses
This water fund assists companies and public bodies managing water resources across Italy. Grants can cover up to 90% of eligible costs for efficiency upgrades and structural safety measures. For projects targeting water loss reduction via digital solutions, support can reach 85%. Applications opened on May 6 and closed on June 8 after officials extended the original deadline. The focus is on infrastructure that enhances water use, network performance, and system resilience.
The fund was designed to back projects already identified within national water infrastructure plans and other priority works. The allocation includes resources for aqueducts, distribution networks, and systems aimed at improving water supply security. Distribution was completed following an evaluation of applications submitted during the spring funding period. The additional beneficiary contributions amplify the total investment beyond public funds alone. Altogether, the €2.2 billion-plus package reflects combined government resources and project-level co-financing.
Building upon prior PNRR water investments
This latest funding builds on earlier PNRR projects for primary water infrastructure. By July, Italy had finalized 48 water systems under another recovery-plan measure, exceeding the target of 45. Among these, 37 were classified as complex. Authorities also confirmed the completion of 79 individual interventions executed by 52 implementing entities. Approximately €1 billion in PNRR funds financed 124 projects, including reservoirs and water-supply systems for drinking water, irrigation, and mixed uses nationwide.
Of the 48 systems completed by July, 25 primarily serve irrigation, 20 support drinking water supply, and three have mixed functions. Italy has also allocated over €6 billion in water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to that national effort. With all resources now assigned within the expanded fund, the program shifts from application and award phases to the implementation of approved water infrastructure initiatives.
